Based on evaluation of these plans, shortlisted teams proceed to the Main Rounds , which include two Preliminary Negotiation Rounds where each team represents both the requesting and responding side in turn. It consists of three rounds: Preliminary, Quarter-Final, and Final . In the Preliminary Round, all registered teams compete in a 15-minute session (10 minutes consultation plus 5 minutes post-consultation).
